The civil society in Turkey is still a developing field. Non-governmental organizations working in this field are not successful in playing their historical and theoretical roles. This is because social network which both they are involved in and reproduce prevents them from playing their roles. The fiction about non-governmental organizations has become meaningless when faces with the reality of these social relations. In this study, the reality in Turkey is analyzed by comparing with the fiction of non-governmental organizations. In this way, the reasons why non-governmental organizations in general and human rights organizations in particular can not play the roles required by the fiction of civil society field are examined.
